NELC Xplore possesses extensive experience in project/program management spanning English language education, teacher training, and agricultural development.
NELC Xplore project managers use PRINCE2 (an internationally recognized complex project management methodology) to ensure the proper quality standards are achieved and programs/projects are implemented efficiently. Each project manager uses a comprehensive project manager’s handbook.
At the beginning of each contract, the project manager develops a project implementation document (PID), which outlines the project, communication lines, and staffing and resources required, and timeline. Project managers use standard operating procedures across operations, finance, training, logistics, and human resources, and leverage extensive local networks for logistics and support to provide on-time, quality project/program services.
Myanmar’s rapid economic expansion has opened up many opportunities for Myanmar citizens to take leadership roles in efforts to build local capacity.
One important way to enable local people to fulfill this leadership role from a development perspective is to help equip them with the knowledge and skills necessary to win and effectively manage contracts from foreign donor organizations. Efforts in the area of proposal training should be accompanied with knowledge and skill-building related to understanding international donors, and more importantly, developing capability to manage projects and programs to international standards.
To this end, Figure 1 outlines the three dimensions to developing the appropriate knowledge and skills.
The first dimension is to educate local people about the goals and organizational structure of different potential donors, and their expectations and procedures with respect to contracts and proposals.The second dimension is to provide instruction on international standards and methods in program and project management. With the knowledge of program/project planning and management, the final dimension is to understand how to develop proposals that are clear, concise, and organized, and outline in detail the way programs/projects will be planned, staffed, managed, and evaluated.
Each dimension can be taught separately or as a complete combination of courses spanning five days. NELC Xplore uses a proven methodology and approach to proposal management developed by the Association of Proposal Management Professionals (APMP). Trainers for the course will have extensive proposal writing and management experience, as well as government contracting experience.
